Vintage Antique? Silver Tone Small Ornate Flower Stopper to Decanter? Bottle?

Description

I don't really know anything about this piece.  It appears to be a small metal perfume bottle with a glass stopper.  There is a raised design on it that has flowers and leaves at the top and just some pretty designs towards the bottom half.  I cannot get the top off and would be scared of breaking it to try too hard, so I cannot tell you what's inside, but it doesn't slosh or anything.  I do not know if it is sterling silver or just a silver tone metal.  It could be marked on the rim, but since I cannot get the top off, . . .   It does show some patina.  And I wonder if at some time it had some kind of decorative cap over the glass stopper.  It is fairly heavy and measures about 2 1/4 inches high.  Seems to be in pretty good shape.
